FCC Cybersecurity Workshop: Motivation, Coordination Key

Last week, the Federal Communications Commission hosted a workshop on September 30 to examine the nation’s ability to prevent, detect and respond to cyber attacks and how broadband technology can enhance the nation’s cyber security efforts. It consisted of two panels made up of industry professionals both in the private and public sector, including John Nagengast, Executive Director, Strategic Initiatives for AT&T Government Solutions; Don Welch, CEO & President, Merit Network, Inc; Marc Donner, Engineering Director at Google; and Phil Reitinger from the Department of Homeland Security.

The first panel focused on which broadband technologies, tools, and innovations are needed to prevent cyber attacks on the nation’s critical communications infrastructure. Specifically, it addressed what steps are being taken and should be taken to secure the nation’s most vulnerable broadband facilities and data transfers from cyber threats such as espionage, disruption and denial of service attacks and how the United States government agencies could improve interagency coordination regarding cyber security.

When the moderator asked whether organizations are comfortable in what they can view as threats emerge, Carnegie Mellon University's Richard Pethia replied, "I do believe that we have information sharing systems but again its not immediate or in real time." He said that one industry they could mimic is healthcare, which regularly shares information efficiently.

AT&T's John Nagengast stated that they need to take a more proactive approach to dealing with problems.

"In our network based analysis we try to detect the problem as early as possible," he said. "Typically you can see the evolution of the malicious code and then we tell our customers to block the attack. Our objective to detect the activity before it can cause harm."

Other panelists echoed this point.

"Being proactive is the absolute key," said Merit Network CEO Don Welch. "If we are always reactive we will always lose. We have to be careful about legal bounds. If we sit there and wait then the adversaries will be able to focus their time on something that we can’t defend. There is a role for the government for the defense of our systems. It's difficult to define what the role is."

The second panel focused on which broadband technologies, tools, and innovations are needed to detect cyber attacks and to restore communications systems after an attack occurs. This included how the United States government agencies could improve interagency coordination in response to cyber security attacks.

Phil Reitinger, from the Department of Homeland Security, pointed out that we are "typically in a reactive state" when it comes to threats. When asked whether we should look to the government to bring a set of standards for public safety such as 911 or rely on state and local governments, Allan Sadowski, IT Director for the North Carolina State Highway Patrol responded, "I think standards are critically important. I think that if we defer to organizations involved in public safety access points it’s unlikely that we will achieve any consistency. I think it would be beneficial." Reitinger, however, argued that he didn't think a "top down approach is the correct approach."

Much of the discussion in the workshop centered around the motivation and incentive to integrate all these solutions. Many agreed that lack of motivation was likely the greatest threat to a cyber security agenda, and until both the government and private sector take the initiative to implement a unified strategy, we'll continue to be extremely vulnerable to attack.
